Add the sesame oil, sliced garlic, and red pepper flakes to a small saucepan. Cook them for 1-2 minutes. Set it aside to cool
Add the mushrooms, garlic, and green onions to the bowl of a food processor. Pulse the mushrooms until they are in small pieces for about 15 seconds.
Add the soy sauce and panko to the mixture. Pulse again until the mixture resembles a coarse paste. Do this for 10 more seconds.
