In a sauce pan, whisk together cornstarch and cold milk until smooth. Bring to a simmer, over low-medium heat, whisking frequently.
Once the mixture has thickened, add Velveeta cheese and chili pepper paste, stirring until cheese has melted. Remove from heat.
Season with salt and pepper, to taste. Serve cheese sauce over pasta or vegetables.
